A lifetime Puebloan he was born November 10, 1948 to Librado and Mary Lucero who precede him in death along with; brother and sister-in-law, Andres and Teresa Lucero; father-in-law, Salvador Gallegos; Godson, Michael Pentaude. He graduated from Southern Colorado State College in 1976, and was a strong supporter of CSU-Pueblo Thunderwolves Football.  Richard was a very active member of Our Lady of the Meadows Parish, where he was a lector, a hospitality minister, RCIA  leader, and Parish Council member. He served on the Board of Directors for the Joni Fair Sangre de Cristo Hospice. He also was on the National Hispanic Institute Southern Colorado Community Leadership Council.
